“[Mike] was involved in uncovering a highly organised, well-funded and potentially lethal IRA plan to bring the capital to its knees”

Mike worked in a special Counter Terrorism Unit for the Metropolitan Police working to protect London from the Provisional IRA. He was involved in a joint operation as part of the Intelligence Cell in the Executive Action Team [SO12] [Assigned with making arrests] that included police, Special Branch, Criminal Intelligence, MI5 and the Anti-Terrorist Branch [SO15] and involved working in both the UK and Northern Ireland. A plot was discovered to blow up the main Electricity Sub-stations. A joint operation force was tasked to act upon Intelligence gained during one such operation [Airline] resulting in the taking down of a 6-man IRA  Active Service Unit [ASU]. We carried out 10 days of intensive surveillance, including electronic eavesdropping, and uncovered a highly organised, well-funded and potentially lethal IRA plan to bring the capital to its knees. We believe the loss of life was inevitable, while the cost to businesses could have run into tens of millions of pounds.

Described by the trial Judge on sentencing as “the most dangerous people he had ever seen in one place.”

While acting on information received, Mike became aware of an individual with access to the Taliban controlled areas of the poppy growing area of Afghanistan. Osama bin Laden was still being sought and, following consultation with the Security Services, it was established this individual would make a valuable asset for HM Government to deploy back in Afghanistan if he was willing to go. During the initial approach to this individual, Mike became aware that this individual was part of a foreign intelligence organisation and was still in regular contact with his handler from that organisation. This information required Mike to re-examine his tradecraft and other security in place for his protection. This done, it was decided measures in place were sufficient to guard his security and Mike continued to develop the individual to work as serving two foreign intelligence services [a double agent]. Mike had to operate under the highest levels of personal security, while at the same time ensuring the individual was also safe in his activities on our behalf.

Following the 9/11 attack on the twin towers in New York, Mike was tasked to work against the radicalisation that was occurring in the UK prison system. A High Security [Category A] prison was identified as being the source of this radicalisation. A complex method was devised to identify an inmate who was close to the identified prisoner and in a position to pass information regarding who was being radicalised, their movements within the prison estate, any contraband material they may possess and future attack planning. Mike was able to forge a two-year long relationship with the inmate, himself serving a life sentence for very serious criminality. This role required an ability to use initiative, to set up remote procedures and work undercover and without warders and other inmates’ knowledge. Mike was selected in the knowledge that the chosen individual’s life would depend on his abilities. It was conducted [as described in Whitehall] in the best traditions of covert Counter Terror Policing, utilising Human Intelligence [the informant], while developing legends [cover stories] for each action the individual undertook on our behalf. It involved acting on occasion as a solicitor on legal visits inside the maximum-security area of the prison in order to check on welfare and deliver/receive information. Attention to detail on his Risk Assessment was paramount and this has left Mike with an eye for detail that is true for all operations.
